The Chief Medical Officer (CMO) provides visionary and strategic leadership as a member of the Executive Team and is responsible for the leading, planning, and organizing of all activities of the Clinic department operations to ensure the effective, efficient, and secure operations. Using an active and practical approach, the CMO will direct all department activities to attain the organizational strategic goals and objectives to increase revenue and improve organizational outcomes.

Essential Functions

  • Lead and coordinate the development and implementation of integrated, strategic medical and clinic plans, policies, and procedures for the agency that effectively communicate and support the agency’s mission, vision, and achievement of the overall business operations and clinical outcome objectives.
  • Provide overall leadership and guidance to the Clinic department by overseeing prescriber, nursing, and ancillary/administrative support staff to ensure the efficient delivery of medical, nursing, and support services.
  • Provide clinical supervision to prescriber staff, including physicians and advanced practice providers.
  • Monitor clinic productivity to ensure that agency targets are met.
  • Ensure compliance with licensing, accrediting, regulatory, and third-party payer requirements in conjunction with agency leadership and staff.
  • Participate in the development and implementation of grants, accreditations, and service expansions for the agency.
  • Conduct ongoing assessment, planning, and oversight of the proper management and service delivery for assigned departments.
  • Provide consultation by participating in case reviews, recommending appropriate treatment approaches, committees, and contributing to the establishment of psychiatric programs, policies, and procedures.
  • Provide guidance and counsel to the President & Chief Executive Officer, Vice President & Chief Operating Officer, Executive & Leadership Teams, Board of Directors, and agency staff for all matters relating to clinic operations.
  • Ensure that appropriate controls and training plans are in place for agency staff relating to clinic services.
  • Responsible for the diligent and effective evaluation and management of the budget and expense control for assigned departments.
  • Cultivate and manage strategic relationships with internal and external stakeholders; participate in strategic and operational planning committees.
  • Maintain strong vendor relationships and manage contract and service agreements.
  • Develop and direct clinical rotations for residents, medical students, and other trainees.
  • Investigate and study new developments in medical treatment and techniques and adapt them to the needs of the agency.
  • Engage in publication, outreach, and community engagement activities on behalf of the agency.
  • Ensure that the CNS Healthcare standards of service are applied to interactions with individuals served, guests, and staff.
  • Participate in and promote departmental and agency quality improvement initiatives.
  • Assume responsibility for professional growth by current reading and attendance at educational programs and conferences.
  • Maintain knowledge and compliance with established policies and procedures, corporate compliance program, code of ethics, applicable federal, state, and local laws and regulations, HIPAA standards, and other regulatory programs.
  • Perform other related duties as assigned.

Supervisory Responsibilities

  • Organize and oversee the day-to-day operations of the assigned departments to ensure appropriate coverage of responsibilities.
  • Educate, enforce, and ensure team compliance with CNS Healthcare policies and procedures.
  • Cultivate, maintain, and enhance team, department, and interdepartmental relationships to promote collaboration, teamwork, and a positive working environment.
  • Serve as a conduit of communication between direct reports, department leadership, and agency leadership.
  • Build a strong team by attracting, selecting, onboarding, and developing direct reports to retain high-performance team members and empower them to elevate their level of responsibility, span of control, and performance.
  • Serve as a role model, mentor, and coach in providing ongoing and consistent individual supervision that is focused on meeting individual productivity and performance goals, as well as departmental goals, objectives, and project deadlines.
  • Manage employee performance, including any verbal/written warnings and conducting employee evaluations to provide examples of behavior, ways for employees to improve performance, and development of goals for the coming year.
  • Lead assigned team in quality improvement initiatives and compliance with all quality improvement initiatives and standards to promote quality achievement across the organization.
  • Responsible for managing work schedules, time and attendance, paid time off, and mileage for assigned staff in a timely manner.

 Qualifications:

Required

  • Medical degree (M.D. or D.O.) from an accredited School of Medicine
  • Board Certification by the American Board of Psychiatry and Neurology
  • At least 3 years of experience leading clinical/medical operations in an executive or director level role.
  • At least 5 years of experience as a practicing Psychiatrist.
  • Current valid and unrestricted:
    1. State of Michigan license to practice as a medical doctor
    2. State of Michigan Controlled Substance License
    3. A Controlled Substance Registration Certificate, for schedules 2, 2N, 3, 3N, 4, and 5 from the Drug Enforcement Administration (DEA) of the United States Department of Justice.
    4. DEA Registration & DATA 2000 Waiver to treat opioid use disorders from the DEA.
  • Basic Life Support (BLS) certification.
  • Prior clinical experience and demonstrated proficiency in medical management, crisis, and behavior management techniques.
  • Demonstrated proficiency with financial and budgetary management.
  • Strong critical thinking skills and analytical mindset with prior experience utilizing data-informed decision-making models.
  • Experience with the application of the Health Insurance Portability and Accountability Act (HIPAA) in healthcare organizations.
  • Proficient with computers, Microsoft office products (including Outlook, Word, and Excel), and Electronic Health Records (EHRs).
  • Ability to communicate effectively, work collaboratively, and build positive working relationships.
  • Valid and unrestricted Driver’s License
  • Transportation or Automobile accessibility with current automobile/vehicle insurance meeting agency policy requirements
  • Ability to be forward thinking and take initiative to accomplish goals and objectives of the department.
  • Ability to use discretion and judgment when handling matters of a sensitive or confidential nature.
  • Ability to contribute to an inclusive environment that recognizes the value and contributions of all persons regardless of race, ethnicity, national origin, gender, religion, age, marital status, sexual orientation, gender identity, or disability.

Preferred

  • Prior experience in an executive level role.
  • Greater than 3 years of experience leading clinical/medical operations in an executive or director level role.
  • Greater than 5 years of experience as a practicing Psychiatrist.
  • General knowledge of the community mental health system based on the Michigan Mental Health Code and MDHHS contracts.
  • Prior experience in community mental health settings.
